Congress is a 2 deck Forty Thieves type game.

How to Play

There are 8 foundation piles, which are built up in suit from Aces to Kings. The game is won when all cards are moved here.

There are 8 tableau piles. At the start of the game one card is dealt face up to each pile. Building is down regardless of suit. Only one card at a time may be moved. Spaces are filled automatically from the waste pile.

The remainder of the cards form a stock. To play, turn over 1 card at a time from the stock to a waste pile by clicking. There are no redeals.

An average player can win Congress about 40% of the time, with higher percentages possible. Congress is a basic type of Forty Thieves game with many similar variations, such as Parliament, Diplomat, Wheatsheaf, and Lady Palk.
