2 Decks.  Easy (98%).  Mostly Skill.

To move all the cards to the foundations.

8 foundation piles (across top) - build left 4 piles up in suit from Ace to King, right 4 piles down in suit from Kings to Aces.

26 Fans (below foundations) - top card is available for play on the foundations or reserves.  No building on the fans.  At the start of the game 4 cards are dealt to each pile.

8 reserve piles (bottom) - each pile may hold one card from the fans. Cards from the reserves may be played to the foundations (but not to the fans).

Play in the game consists of moving cards to the foundations, putting cards in the reserves in order to get at blocked cards in the fans.  Obviously, if all the reserves become full you are in trouble.

This game was invented by David Parlett (inventor of Black Hole, Penguin, and other games).  It is based on a game called "Little Billie" by Mary Whitmore Jones in one of her circa 1900 solitaire game books.
